ELMO Software Review Australia 2026: The Most Serious AI Push in Australian HR

The gate: Five stars need 21+ and Australian Fit of at least 4/5.
Skip to the verdictVerdict (TL;DR): ELMO is the most credible AI story in the Australian HR software market right now. It is built here, hosted here, and has genuinely embedded AI into its platform rather than sprinkled the word across a marketing page. ISO 42001-certified AI governance, natural-language analytics, AI candidate screening, and an AI content editor across the platform are real, usable features — not roadmap promises. The catches: pricing is quote-only, the AI features are still maturing (salary insights and capability forecasting are "coming soon"), and mid-market competitors are increasingly nipping at its heels. For Australian organisations from about 100 employees upward that want a serious, compliant HR suite with an honest AI roadmap, ELMO is a strong choice.
Score: 20/25 — ⭐⭐⭐⭐ Very Good

What ELMO Software is
ELMO Software Limited is an ASX-listed (ASX: ELO) Australian company headquartered in Sydney. It makes an integrated cloud HR, payroll, and learning management suite purpose-built for the Australian and New Zealand markets.
The product covers: HR Core (employee records, self-service), Payroll, Recruitment, Onboarding, Performance Management (including reviews, OKRs, remuneration, succession), and Learning Management (including a course library and course builder). Rostering and time-and-attendance live under the Payroll product. An Insights module adds people analytics and is where the most interesting AI sits.
ELMO positions itself as an "AI Workforce Platform." That claim deserves scrutiny, but — unlike most Australian HR vendors making similar claims — it largely holds up. The company holds ISO/IEC 42001:2023 certification, the international standard for AI management systems, and publishes its AI principles publicly. All customer data is hosted in AWS Australia.
ELMO targets mid-market Australian and NZ organisations, typically 100–5,000 employees. It is not designed for small businesses of 10 people — this is enterprise HR software with enterprise implementation requirements.
What it costs in Australia
ELMO does not publish prices. Pricing is quote-only, based on the number of employees and which modules you select. You pay per module — you can start with HR Core or Payroll alone and expand.
The company confirmed (via its pricing page, checked 26 June 2026) that pricing is "user-based" and "worked out based on your workforce size, the products required, and the services sought."
There is no free tier and no self-serve trial. Expect to go through a sales process.
(estimate): Based on G2, Capterra, and market commentary (not from ELMO directly), pricing for a 200-person business using HR Core + Payroll typically falls in the range of AUD $8–$15 per employee per month, depending on modules. This figure is an estimate only — verify with ELMO before budgeting.
Implementation services are charged separately. ELMO offers Standard, Assisted, and Managed implementation tiers.
GST: (confirm with ELMO whether invoices include GST for Australian customers)
How it works in practice
ELMO is a true unified platform — HR, payroll, performance, learning, and recruiting all sit in one login, one database. That is the core value proposition and it is genuine: an employee hired in Recruitment flows automatically into Onboarding, then into the HR Core database, then into Payroll.
The AI features work as follows (all verified against the AI at ELMO page, elmosoftware.com.au/ai-at-elmo, checked 26 June 2026):
ELMO Insights uses natural language processing so HR teams can type questions in plain English — "How many people in sales left in the last 12 months?" — and receive live charts. No SQL, no data analyst required.
AI content editor is embedded throughout the platform: in performance reviews, position descriptions, and dashboards. It generates draft text and flags it clearly for human review before anything is saved.
AI candidate screening scores candidates against a job role automatically, helping recruiters shortlist faster.
AI recruitment support drafts job ads and structured interview questions from the role details you enter.
ELMO Assist is an in-platform help bot that draws from the Help Centre so admins can get answers without leaving the product.
Every AI feature is opt-in and can be disabled by administrators. AI-generated content is clearly flagged with an audit trail — a requirement of the ISO 42001 certification.
What it does well
Genuine AI governance, not marketing. ISO/IEC 42001:2023 certification means an independent body has audited ELMO's AI management system. That matters for enterprise procurement. No other major Australian HR software vendor has this certification (check competitors' certifications before making this claim in the final version).
Australian data residency, confirmed. All data is hosted in AWS data centres in Australia, with AES-256 encryption at rest and TLS/SSL in transit. Separate databases per customer. Daily encrypted backups with integrity checks.
One platform, end-to-end. The integration between hiring, onboarding, payroll, performance, and learning is native — not an API connection to a third party. For organisations tired of stitching together five different systems, this has real operational value.
Fair Work and Modern Award compliance is core, not an add-on. Payroll includes Modern Award interpretation and STP (Single Touch Payroll) compliance as standard.
ISO 27001:2022 security certification. Annual penetration testing, MFA, and continuous threat monitoring.
The AI maturity assessment. ELMO offers a five-minute public tool to benchmark AI readiness. It is a useful sales tool, but it is also genuinely educational.
What it doesn't do well
No published pricing. Every mid-market HR software buyer in Australia has to go through a full sales cycle to get a number. This is standard practice for enterprise software, but it is still a friction point and makes comparison-shopping harder.
The AI is real but still maturing. The headline AI features — capability forecasting, salary insights, workforce planning, AI-generated eLearning courses — are all listed under "What's coming" on the AI at ELMO page (checked 26 June 2026). The features that exist today (Insights NLP, content editor, candidate screening) are useful but not transformative. This is honest roadmap communication, but buyers should not purchase on the basis of coming-soon features.
Implementation is not lightweight. Mid-market HR software with this many modules requires real implementation work. ELMO provides dedicated implementation teams, but small HR teams should plan for several months of setup, configuration, and data migration.
Not for small businesses. If you have fewer than 50 employees, the complexity and cost of ELMO is almost certainly not justified. Employment Hero, foundU, or Deputy will serve you better.
The AI content editor produces drafts, not finished copy. This is the right design (human in the loop), but users expecting the AI to write their performance reviews for them will be disappointed. It speeds up the process — it does not replace the HR professional's judgement.
This software does not replace qualified HR or legal advice. ELMO handles administration. Employment law, enterprise agreements, and redundancy decisions still require qualified professionals.
Australian fit
| Factor | Detail |
|---|---|
| AUD billing | (billing currency not confirmed on public pricing page; confirm with ELMO) |
| Data residency | Confirmed: AWS Australia (source: elmosoftware.com.au/ai-at-elmo, checked 26 June 2026) |
| Fair Work compliance | Yes — Modern Awards, STP, Super built into payroll |
| GST | (confirm whether GST is applied to subscription invoices) |
| AU-based support | Yes — 1300 884 510, Sydney-based company |
| ISO 42001 AI governance | Confirmed (source: elmosoftware.com.au/ai-at-elmo) |
| ISO 27001:2022 security | Confirmed (source: elmosoftware.com.au/about/data-security) |
ELMO is built for Australia. It is not a US platform localised for the local market — it was founded here, listed on the ASX, and its compliance frameworks reflect Australian employment law from the ground up. That is genuinely valuable for an HR platform.
Alternatives
Employment Hero — a strong mid-market competitor, also Australian, with more accessible pricing for smaller businesses. Reviewed: [review-employment-hero-australia-2026-06-03.md]. Employment Hero has a broader ecosystem but ELMO has a stronger AI governance story.
Rippling — the US giant with Australian presence. More powerful in some areas (IT + HR combined), but data residency is offshore and Australian compliance is layered on top rather than native. Reviewed: [review-rippling-australia-2026-06-07.md].
Culture Amp — the Melbourne-born people analytics and engagement platform. Best-in-class for performance and engagement. Does not cover payroll — pairs with other systems. Reviewed: [review-culture-amp-australia-2026-06-07.md].
Humanforce (which now includes intelliHR) — a strong competitor in the workforce management + people analytics space. See our reviews of Humanforce and intelliHR.
Bottom line
ELMO is the right choice for Australian organisations that need a comprehensive HR suite, want genuine AI integration rather than marketing AI, and value Australian data sovereignty and compliance. The ISO 42001 certification, AWS Australia hosting, and native Modern Award / STP support make the Australian Fit genuinely strong.
The limitations are real: pricing opacity, a maturing AI product, and a complexity level that puts it out of reach for small businesses. But for mid-market and enterprise Australian employers, ELMO is one of the most credible HR software options in the local market.
