Atlassian Rovo Review Australia 2026: The Free AI Upgrade for Jira and Confluence Teams
- Best for
- Mid-market and enterprise AU teams already on Jira, Confluence, Bitbucket or Loom

The gate: Five stars need 21+ and Australian Fit of at least 4/5.
Skip to the verdictPricing figures updated 6 September 2026: USD prices are converted at the current rate (1 USD ≈ 1.40 AUD, verified 5 September 2026) and shown ex-GST, replacing the retired 1.55 + GST basis. A GST-registered Australian business that supplies its ABN is not charged GST on an imported digital service; other buyers should allow ~10% on top (Methodology).
Atlassian Rovo is the strongest workspace AI in this set for an Australian team — but only if you already live on Jira, Confluence, Bitbucket or Loom. If you don't, Notion AI or ClickUp Brain is the simpler starting point. Rovo's value is the workspace context. You only get that if Atlassian is already the workspace.
Rovo is the AI layer Atlassian has built across Jira, Confluence, Jira Service Management, Bitbucket and Loom. Since April 2025 it's been bundled into every paid Atlassian Cloud plan at no extra upfront cost — what used to be a USD$20-per-user-per-month add-on is now part of the subscription you already pay for. For Australian buyers, the local credentials are the most credible of any workspace AI we've reviewed: Sydney-founded, a Sydney AWS region that Rovo data inherits, and IRAP PROTECTED on Jira, Confluence and Jira Service Management Cloud. The catch sits in the detail: Rovo itself isn't yet named in the IRAP letter, pricing is still USD-only, and Cloud Standard's credit allowance makes it barely a demo. The verdict is conditional, so we'll get to it honestly.
What is Atlassian Rovo?
Rovo is Atlassian's "workspace AI" — a layer that sits across the apps Atlassian customers already use and turns them into something agent-shaped. It does four things in practice. Rovo Search indexes Atlassian apps plus connected third-party sources (Google Drive, SharePoint, GitHub, Slack) and answers questions with citations. Rovo Chat holds a workspace-aware conversation that can create Jira tickets, send Slack messages and schedule Calendar meetings. Rovo Agents are specialised assistants — out-of-the-box agents for software, IT ops and business teams, plus marketplace agents, plus (from May 2026) Agents in Jira generally available with audit logging. Rovo Studio is the no-code builder for your own agents, automations and Forge apps, GA at Team '26 on 6 May 2026.
A separate product, Rovo Dev, gives engineering teams a CLI for code generation and codebase understanding, plus AI code reviews on Bitbucket and GitHub pull requests. It started gradual rollout in mid-October 2025 at USD$20 per developer per month for the Standard tier (free 350-credit baseline on eligible Jira plans).
Atlassian itself is the corporate context worth getting right. Founded in Sydney in 2002, NASDAQ-listed since December 2015, dual-headquartered Sydney and San Francisco, re-domiciled to Delaware in 2022 as the parent holding company. Australian-founded, US-incorporated. Around 5,000-plus staff in Sydney. That's why Atlassian shows up differently to any other workspace AI vendor in this category.
What we like
Australian credentials are the strongest in the category. Rovo data residency for Australia went generally available on 24 July 2025. You can't pin Rovo data directly — it follows the residency pin of the Jira, Confluence or Jira Product Discovery instance it lives on. In-scope data: chat session logs, agent configuration, Rovo bookmarks, indexed third-party content. The underlying Jira / Confluence / JSM Cloud products hold IRAP PROTECTED, assessed 8 April 2025. Combined with the Sydney AWS region and the Sydney head office, this is a more serious local posture than Notion AI, ClickUp Brain, Superhuman Docs (formerly Coda), Linear or Asana AI — none of which match it.
It's free if you're already on Atlassian Cloud Standard, Premium or Enterprise. In April 2025, Atlassian retired the USD$20–24 per-user standalone subscription and bundled Rovo into every paid Cloud tier. Mike Cannon-Brookes at Team '25 was characteristically blunt: "When you have to buy everything individually … it got very difficult to explain to customers." Pay for Jira Standard at USD$7.91 per user per month (around AUD$11.07 ex-GST), and Rovo turns on at no separate invoice line. Unusually generous in enterprise AI right now.
The feature surface is the broadest in workspace AI. Search + Chat + Agents + Studio + Dev + Service + the Teamwork Graph is a wider footprint than any peer. The Teamwork Graph claims 150 billion connections and is now exposed via open-beta CLI and MCP server (6 May 2026) — external agents can pull context through standard tooling. Agentic automations grew 7× in the six months to May 2026, on Atlassian's own numbers.
Cross-vendor model choice is real. Rovo runs on a mixed fleet — OpenAI's GPT, Anthropic's Claude, Google's Gemini, plus Llama / Phi / Mixtral that Atlassian hosts itself. Per Atlassian's data-privacy guidelines, third-party LLM providers do not retain inputs or outputs; Atlassian retains them 30 days "for safety and security purposes." We name model families as Atlassian names them, not versions — per our verification standard.
Sydney isn't marketing — it's operational. APAC support hours covered locally, Solution Partner channel across every Australian state, senior leadership (Cannon-Brookes especially) publicly engaged with Australian policy. For an AU Government contractor, financial services firm or regulated-industry buyer, that's the biggest non-product difference in the category.
Watch out for
Rovo itself is not yet in the IRAP PROTECTED scope. The 8 April 2025 assessment covers Jira, Confluence and Jira Service Management Cloud — the apps Rovo runs on. Rovo inherits their hosting region but isn't enumerated in the IRAP letter. For most commercial buyers this won't change a decision. For an AU Government department, a Defence contractor or anyone procuring against IRAP PROTECTED on a tight reading, it absolutely does. If Atlassian adds Rovo to the next IRAP letter, our AU Fit moves to 5/5.
Cloud Standard's credit economics make it a demo, not a tool. Standard gives you 25 Rovo credits per user per month. A Rovo Chat request costs 10, an Agent request 10, a Deep Research request 100. That's roughly two real interactions per user per month before you exhaust the allowance — one Deep Research request overruns four months of a Standard seat. Search and summaries are free, but the agentic actions that justify Rovo aren't. Premium (70 credits) is the working floor; Enterprise (150) is the real working budget. Atlassian isn't currently billing overage and has committed to 90 days' notice before that changes — no surprise bill, but you will hit the ceiling.
Pricing is USD-only on the vendor page. Standalone Rovo Standard is free in an open beta right now; the paid price you opt in to afterwards is quoted as "USD 5 (or equivalent in your local currency) per user per month per organization." FX rate lands on your card statement. No native AUD list price on the vendor pages. Source
The GST mechanic is functional but not as plainly documented as Notion's. Atlassian operates an AU subsidiary — Atlassian Pty Ltd (ABN 53 102 443 916) — and supports Tax ID entry at admin.atlassian.com/billing per its manage tax information support page. AU GST-registered businesses can enter their ABN/GST registration number to receive an Australia-compliant tax invoice. Atlassian doesn't lay out the ABN-exemption mechanic in the same plain English Notion uses, but the underlying handling appears standard — verify the line-item on your first AU invoice.
Rovo Dev is a separate purchase. The bundled-for-free story covers Search, Chat, Agents and Studio. Rovo Dev Standard is USD$20 per developer per month (around AUD$28.00 ex-GST) with 2,000 credits and USD$0.01 per overage credit, over and above Jira / Bitbucket. A free 350-credit baseline on eligible Jira plans and a 30-day trial soften it — but the full Rovo Dev experience isn't in the "free if you're on Atlassian" bucket.
Pricing
| Plan | Price (USD) | Price (AUD est., ex-GST @ FX 1.40) | What's included (Rovo-relevant) |
|---|---|---|---|
| Atlassian Cloud Free (Jira / Confluence) | $0 (≤10 users) | $0 | No Rovo |
| Atlassian Cloud Standard | USD$7.91/user/mo (monthly) | ~AUD$11.07/user/mo | Rovo included — 25 credits/user/mo |
| Atlassian Cloud Premium | USD$14.54/user/mo (monthly) | ~AUD$20.36/user/mo | Rovo included — 70 credits/user/mo |
| Atlassian Cloud Enterprise | Custom (annual) | Custom | Rovo included — 150 credits/user/mo |
| Rovo Standard (standalone) | Free in beta (planned USD$5/user/mo per org when you opt in to paid) | $0 in beta (~AUD$7.00/user/mo if/when paid) | 400 credits/user/mo + 1,500 indexed objects/user — for orgs not on Jira/Confluence/JSM. After beta you return to Rovo Free unless you opt in; at least 90 days to decide. Source |
| Rovo Dev Standard | USD$20/dev/mo | ~AUD$28.00/dev/mo | 2,000 Rovo Dev credits/dev/mo; USD$0.01/credit overage; 30-day free trial |
All vendor pricing in USD. AUD figures calculated at FX 1.40 (working rate, 23 May 2026) and are estimates, not displayed by Atlassian. Source: atlassian.com/software/jira/pricing and Rovo billing doc.
Credit costs that actually matter: Rovo Chat = 10 credits. Rovo Agent = 10. Deep Research = 100. Search / summaries / definitions / chart insights = free. Credits reset monthly and don't roll over. Atlassian has committed to 90 days' notice before any overage billing activates — currently it's not billed.
Value verdict: If you're already on Cloud Premium or Enterprise, Rovo is essentially free upside — turn it on this week. If you're on Cloud Standard, the bundled Rovo is enough to evaluate but the 25-credit ceiling will force you onto Premium for any team that leans on it. If you're not on Atlassian at all, the standalone Rovo Standard plan — currently free in an open beta, with a planned USD$5 per user per month once you opt in to the paid tier — is interesting but it isn't a reason to migrate. The workspace context is the value; you only get that if Atlassian already is the workspace.
Australian notes
- Available in Australia: Yes — full product, sold direct from Atlassian and through Australian Solution Partners across every state.
- Pricing in AUD: No. USD-only on the vendor pricing pages; billing converts at Atlassian's stated "USD X or equivalent in your local currency" mechanism, with the FX rate landing on your card statement.
- GST: Charged to Australian customers per the manage tax information support page; Tax ID (ABN / GST registration) entered at
admin.atlassian.com/billing→ Organization information. Atlassian operates an AU subsidiary (Atlassian Pty Ltd, ABN 53 102 443 916) so AU buyers receive a proper AU tax invoice with the vendor's ABN on it — useful for BAS claims. The plain-English "enter ABN and GST disappears" mechanic some vendors document isn't published in the same explicit form, but the underlying handling appears standard. - Data residency (Atlassian Cloud): Multi-region AWS. Australia (Sydney) is a supported residency region.
- Data residency (Rovo): Generally available since 24 July 2025 across 11 regions including Australia. You can't pin Rovo data directly — it follows the residency pin of the Jira, Confluence or Jira Product Discovery instance it lives on. In-scope data: chat session logs, agent configuration, Rovo bookmarks, indexed third-party content.
- Compliance (AU-relevant): IRAP PROTECTED on Jira, Confluence and Jira Service Management Cloud (assessment completed 8 April 2025). Plus SOC 2, ISO 27001, ISO 27018, PCI-DSS, CSA STAR and GDPR. FedRAMP Moderate applies to Atlassian Government Cloud (a separate US-only product). Rovo itself is not yet named in the current IRAP scope letter — monitor for the next assessment update.
- Local support: Sydney is one of two global headquarters (~5,000+ Sydney staff). APAC support hours covered locally. Atlassian Solution Partner channel across all states.
- AU-aware outputs: None advertised — Rovo defaults to US English unless instructed otherwise.
One honest framing point. The Sydney founding story is real but it's not the strongest anchor for an AU buyer. Atlassian has been US-incorporated and US-listed since the 2015 IPO, with the parent holding entity in Delaware since 2022. The stronger anchors are operational: the Sydney AWS region, Rovo data residency GA and IRAP PROTECTED on the underlying stack. Those move the needle for an AU procurement officer; the founding origin is colour.
Best for
- Mid-market and enterprise AU teams already on Jira, Confluence, Bitbucket or Loom. Rovo is bundled, the workspace context is already populated, and the IRAP-on-stack plus Sydney AWS story holds up to a procurement review.
- AU Government contractors, financial services firms and regulated-industry buyers who need a workspace AI with a credible local residency and compliance posture today — with the caveat that Rovo itself is not yet in the IRAP letter.
- Engineering organisations already on Bitbucket or Jira wanting an integrated SDLC AI (Rovo Dev) without bolting in a separate IDE-first tool.
- Atlassian Premium and Enterprise customers for whom the credit allowance (70 or 150 per user per month) is sufficient out of the gate.
Not great for
- A five-person Melbourne consultancy that doesn't already use Atlassian. Migrating to Jira and Confluence to get Rovo is overkill — Notion AI or ClickUp Brain will get you 80% of the practical value at a fraction of the change-management cost.
- Anyone wanting AUD list pricing on the vendor page. Atlassian still bills in USD.
- An AU Government department procuring strictly against IRAP PROTECTED scope. Until Rovo is named in the IRAP letter, the strict reading is that the underlying Jira / Confluence / JSM apps are in scope and Rovo is an unassessed feature on top.
- Cloud Standard customers expecting "real" agentic use on the bundled 25-credit allowance. Budget Premium, or expect to hit the ceiling fast.
Alternatives worth considering
| App | Why you might prefer it |
|---|---|
| Notion AI | Simpler for small teams. Better-documented GST mechanic for AU businesses. But no AU data residency and no IRAP. |
| ClickUp Brain | AU data residency for core workspace data (Enterprise tier), no extra cost. But AI inference is not in AU, and no IRAP. |
| Microsoft Copilot (M365) | If your team already lives in M365 rather than Atlassian. AU data residency in M365 is mature. Reviewed separately. |
Our verdict
Rovo is the most credible workspace AI for Australian organisations that already live inside Jira and Confluence. The Sydney AWS region, Rovo data residency GA, IRAP PROTECTED on the underlying apps and a real Sydney head office combine into a story no peer can match. Bundled free into the Cloud subscription you already pay for, on Premium or Enterprise it's an obvious turn-on. If your team uses Atlassian, enable Rovo this week and budget Cloud Premium for the teams that will lean on it. If you don't, the standalone Rovo Standard plan — free in an open beta right now, USD$5 per user per month once you opt in to paid — is interesting, but not a reason to migrate. The workspace context is what makes Rovo work, and you only get it if Atlassian already is the workspace.
Two things to watch. First, the next IRAP letter — if Atlassian adds Rovo explicitly, the single biggest caveat in this review closes and AU Fit lifts to 5/5. Second, the credit-overage activation date — 90 days' notice has been committed, but when that switch flips, the pricing conversation changes for any team running close to its tier ceiling.

Frequently asked questions
Is Atlassian Rovo available in Australia?
Yes — full product, sold direct and through Australian Solution Partners in every state. Atlassian was founded in Sydney, runs one of its two global headquarters there (5,000+ staff), and covers APAC support hours locally. It's the most credible local posture of any workspace AI we've reviewed.
Does Atlassian Rovo charge in AUD, and how is GST handled?
Pricing is USD-only on the vendor pages, converting on your card statement. But Atlassian operates an AU subsidiary (Atlassian Pty Ltd, ABN 53 102 443 916), so AU buyers get a proper tax invoice with the vendor's ABN — enter your Tax ID at admin.atlassian.com/billing. Verify the line-item on your first invoice.
Is Rovo free, or a separate cost?
Rovo is bundled free into every paid Atlassian Cloud tier (Standard, Premium, Enterprise) since April 2025 — no separate invoice. The catch is credits: Standard's 25/user/month is barely a demo, Premium (70) is the working floor. Rovo Dev is a separate purchase at US$20/developer/month.
Can Rovo keep our data in Australia, and does it meet IRAP?
Yes on residency — Rovo data follows the Sydney pin of the Jira or Confluence instance it lives on (GA since 24 July 2025). On IRAP: Jira, Confluence and JSM Cloud hold IRAP PROTECTED, but Rovo itself isn't yet named in the IRAP letter — a strict-reading gap for government procurement.
Who is Atlassian Rovo best for?
Mid-market and enterprise Australian teams already on Jira, Confluence, Bitbucket or Loom — the workspace context is the value, and you only get it if Atlassian is already your workspace. If you're not on Atlassian, Notion AI or ClickUp Brain is the simpler starting point.
