- Description: Hailuo AI is MiniMax's consumer video platform, producing high-quality clips from text, images, and photos. Strong tool, real output — but the Shanghai PRC parent means the same data-residency and Chinese law caution as Kling. Hard no for business-sensitive footage.

*Pricing figures updated 6 September 2026: USD prices are converted at the current rate (1 USD ≈ 1.40 AUD, verified 5 September 2026) and shown ex-GST, replacing the retired 1.55 + GST basis. A GST-registered Australian business that supplies its ABN is not charged GST on an imported digital service; other buyers should allow \~10% on top (*[*Methodology*](https://www.theaidirectory.com.au/methodology/)*).*

> **Verdict (TL;DR):** Hailuo AI is the consumer-facing video platform from MiniMax, a Shanghai-based AI company that also makes the MiniMax M2 text model and a suite of creative tools. The video quality is genuinely strong — the Hailuo 2.3 model produces fluid, high-resolution clips with good motion coherence, and the image-to-video and photo animation tools are among the slicker implementations in this category. For a casual creator making non-sensitive personal content, it is a compelling free-tier option. For an Australian business, the analysis is the same as for Kling AI: MiniMax is a PRC-parent company headquartered in Shanghai, which means your uploads and generated content are subject to Chinese law regardless of where MiniMax routes the servers. The content licence is broad. There is no AUD pricing, no GST invoice, no Australian data option. For any business handling client footage, branded assets, sensitive material, or anything proprietary, this is a hard stop. For personal social content made from your own ideas, the risk profile is different and more acceptable — but you should go in with your eyes open.

## What Hailuo AI is

Hailuo AI (hailuoai.video) is the international consumer video product of MiniMax — formally Shanghai Xiyutech Co. Ltd (上海稀宇科技有限公司), a Shanghai-based artificial intelligence company founded in 2021\. MiniMax is best known in technical circles for its MiniMax M2 text model (a competitor to GPT and Claude) and its speech synthesis models. Hailuo is the video and creative applications arm, positioned at the consumer-creator market globally.

The platform generates video from text prompts, images, and photos. The current underlying model is Hailuo 2.3 (also called MiniMax Hailuo 02 in API documentation), with a fast variant (Hailuo 2.3 Fast) also available. The model produces clips typically in the 5–10 second range at resolutions up to 1080p. The platform has a heavy emphasis on social content templates — the homepage features tools branded as LoveFrame (couple videos), PetPal (pet animation), BabyForm (baby story videos), PlayFun (meme-style generators), and similar consumer applications.

Beyond the consumer web app, MiniMax also offers Hailuo through its API platform (platform.minimax.io) for developers, and has launched MiniMax Hub, a desktop agent application for multimodal creative workflows. The ICP filing on MiniMax Hub's footer confirms Chinese registration: 沪ICP备2023003282号-38 (Shanghai ICP filing 2023003282), issued to Shanghai Xiyutech Co. Ltd.

## What it costs in Australia

Hailuo AI's subscription plans load in a modal on `hailuoai.video/subscribe` rather than on a pricing page, which is why the June edition could not capture them. Read by browser on an Australian connection on 9 October 2026, the modal shows four paid tiers, every one priced in US dollars (the page's own structured data declares `priceCurrency: USD`), with a yearly toggle and a running promotion that strikes through each list price.

What is established from the Hailuo AI platform and MiniMax's wider product pages: Hailuo operates a credit/token model for video generation. The platform has a free tier with limited monthly generations, and subscription plans that increase generation volume. Pricing is denominated in USD. There is no AUD pricing and no Australian billing entity.

The header navigation still advertises "From $9.99/mo", which matches neither the list price nor the current promotional price of the cheapest plan; treat the modal, not the header, as the price.

| Plan | List price (USD/mo) | Current price, monthly (USD) | Current price, yearly (USD/mo, billed yearly) | Approx. AUD/mo at the yearly rate (ex GST) | Credits/month |

| Max | — | USD $216.00 | USD $184.00 (USD $2,208 a year) | \~A$258 | 27,000 |

*Read 9 October 2026 from the subscribe modal; the "% OFF" figures are the vendor's and carry no stated end date, so budget on the list price. The modal also quotes per-second costs by model and resolution (MiniMax H3 at 2K is about USD $0.08–0.13 a second depending on plan; 1,000 credits buys roughly 84 seconds of 2K video). Top-up credits and a code-redemption option are offered. AUD conversions use \~1.40 USD:AUD (October 2026). Capture: `Dossiers/captures/hailuo-ai-pricing-2026-10-09.txt`.*

There is no Australian billing entity, no ABN, and no GST-claimable tax invoice from Hailuo AI or MiniMax. As a foreign-supplied digital service from a PRC company, GST treatment requires self-assessment by Australian buyers. (confirm GST treatment at checkout)

## How it works in practice

Hailuo AI is accessible, fast, and built for a wide audience. You sign in, choose a creation mode (text-to-video, image-to-video, or one of the template tools), provide your input, and generate. The interface is clean and the generation times are competitive with Kling and Runway on standard resolution settings.

The template-based tools (LoveFrame, PetPal, etc.) lower the barrier to entry for non-technical users. You do not need to write a detailed prompt; you upload a photo and let the template define the output style. These are fun for personal use and occasionally genuinely impressive — a portrait photo turning into a smoothly animated video is a consistently strong demonstration of what the underlying model can do.

At the more advanced end, text-to-video from detailed prompts produces results that compare well with mid-tier competitors. The Hailuo 2.3 model handles motion coherence reasonably well for social-content use cases. It is not Runway's cinematic control or Kling's ultra-realism, but it is solid and fast.

The MiniMax Hub desktop agent (a separate application) extends this into a multi-agent production workflow for power users — though the Hub is a separate product and adds its own complexity.

---

## What it does well

**Strong output quality for a free tier.** The Hailuo 2.3 model produces genuinely good video for a platform accessible on a free plan. Motion is smooth, resolution is competitive, and the output beats earlier-generation AI video tools clearly.

**Accessible image and photo animation.** Upload a photo — person, pet, product — and Hailuo animates it with minimal prompting. The template tools make this particularly easy. For social content creators this is a practical, repeatable workflow.

**Active product development.** MiniMax ships model updates at pace. Hailuo 2.3 followed quickly from earlier versions, and the company's investment in multimodal AI (text, video, speech, music) means the video product benefits from cross-product model improvements.

**Fast generation.** The Hailuo 2.3 Fast variant in particular is designed for rapid iteration. For a creator prototyping video concepts before committing to a long generation queue, speed matters.

**Consumer-friendly templates.** The branded tool suite (LoveFrame, PlayFun, CineScope, etc.) lowers the skill threshold for producing engaging clips. Whether this suits your use case depends on whether your needs align with the template library.

---

## What it doesn't do well

**No production-level controls.** Hailuo AI is a generation-and-share platform, not a production suite. There is no storyboarding, no timeline editor, no character consistency across shots, and no camera-movement control at the level of Runway or LTX Studio. What you get is a clip; what you do with it next is your problem.

**Opaque subscription pricing.** The exact current plan details are not readily discoverable without logging in. This is a pattern across Chinese AI platforms and it makes fair cost comparison harder than it should be.

**Clip length limits.** Generations are typically 5–10 seconds. Longer productions require stitching multiple clips together in external editing software — no native timeline for this on the consumer platform.

**Limited editorial control over outputs.** Prompt adherence is reasonable but not precise. Detailed scenes, specific character appearances, and complex actions produce variable results. The template tools are reliable; open-ended prompting is less so.

## Australian fit — and the China data caution

This is the section that matters most for Australian business buyers.

**Pricing:** No AUD pricing. USD-only billing with no Australian entity, no ABN, no GST-claimable tax invoice.

**Data residency and Chinese law exposure:** MiniMax is a Shanghai-based company (上海稀宇科技有限公司) with ICP registration 沪ICP备2023003282号-38, confirmed in the MiniMax Hub footer. This is a PRC entity, incorporated and headquartered in the People's Republic of China.

Under the PRC's National Intelligence Law (Article 7), PRC entities are obligated to "support, assist and cooperate with state intelligence work" when required. The PRC's Cybersecurity Law and Data Security Law further require PRC companies to store and process certain categories of data within China and to make data available to authorities on request. These obligations attach to the parent company regardless of where specific servers are physically located.

Hailuo's privacy policy renders dynamically and its specific terms were not extractable at the time of writing — but the structural situation is the same as MiniMax's parent company: data flows to or through a PRC entity subject to Chinese law.

**The practical consequence:** Any footage, image, or prompt you upload to Hailuo AI is processed by a PRC-parent company and subject to these obligations. For a business uploading client footage, branded product images, unreleased creative assets, proprietary training data, identifiable faces of employees or customers, or any commercially sensitive material, this is a material risk that Australian business due diligence cannot sidestep.

This is not a theoretical concern. The same analysis applies to Kling AI (Kuaishou), and our [Kling AI review](https://www.theaidirectory.com.au/kling-ai-review-australia-2026/) covers the legal framework in detail. The bottom line is the same here: **for any Australian buyer where client confidentiality, IP protection, or China-jurisdiction risk are live procurement questions — government, finance, health, legal, or anyone handling proprietary or sensitive footage — this is a hard no.** For a creator making non-sensitive content from their own ideas, the risk profile is different and more personal.

**Support:** No Australian support channel. Hailuo AI support is global/online. No local business hours.

**Australian Fit score: 1/5.** Available in Australia, but no AUD pricing, no GST invoice, no AU data, and a PRC parent company with Chinese law exposure on all uploaded content.

## Alternatives

[**Kling AI**](https://www.theaidirectory.com.au/kling-ai-review-australia-2026/) — The most direct comparable: another Chinese-made video platform, from Kuaishou rather than MiniMax. Output quality is broadly similar; Kling edges ahead on cinematic realism. The China-jurisdiction analysis is identical. Read our Kling review for the full data breakdown before choosing between the two.

[**Runway**](https://www.theaidirectory.com.au/runway-review-australia-2026/) — US-based, no China exposure. The professional benchmark for AI video. More expensive, more capable for production work, and a materially better data posture for business use.

[**Pika**](https://www.theaidirectory.com.au/review-pika-australia-2026/) — Another US-based alternative in the consumer-to-professional range. More approachable than Runway, no China risk, USD billing.

---

## Bottom line

Hailuo AI is a capable, fast, well-designed video generation platform. The output from Hailuo 2.3 is genuinely strong, the consumer templates are accessible, and for a personal creator making social content from their own non-sensitive material, it is a legitimate option — particularly on the free tier.

The Australian business verdict is unambiguous: the PRC parent-company structure means your uploads are subject to Chinese law, and that is a compliance risk no amount of good output quality can offset. No AUD pricing, no GST invoice, no onshore data, and a Shanghai-headquartered corporate structure that exposes content to Chinese state intelligence obligations. For creators working with client material, branded assets, proprietary IP, or anything sensitive, do not use this platform.

For personal, non-sensitive social content? It is good. Genuinely. Just know what you are opting into.

## Frequently asked questions

### Is Hailuo AI safe to use for Australian businesses?

Not for business-sensitive footage. Hailuo AI is a product of MiniMax, a Shanghai-based PRC company (Shanghai Xiyutech Co. Ltd). Under China's National Intelligence Law and Cybersecurity Law, PRC entities must cooperate with state intelligence requests. This means any footage, images, or proprietary content you upload is subject to Chinese law regardless of where servers are located. For government, finance, health, legal, or any business handling client or proprietary material, this is a hard no. For non-sensitive personal social content, the risk profile is different — but you should understand what you are opting into.

### Is Hailuo AI available in Australia and does it cost in AUD?

Yes, Hailuo AI is accessible to Australians at hailuoai.video with no geo-block. It does not offer AUD pricing — billing is USD-only with no Australian billing entity, no ABN, and no GST-claimable tax invoice. The free tier has limited monthly credits; subscription plans exist but exact pricing could not be verified from the live page at time of review.

### What is the difference between Hailuo AI and MiniMax?

MiniMax (formally Shanghai Xiyutech Co. Ltd) is the parent company. It builds a range of AI models including text (MiniMax M2.7), speech, music, and video. Hailuo AI (hailuoai.video) is MiniMax's consumer-facing video and image generation platform, powered by the Hailuo 2.3 model. The two brands are the same company — Hailuo is MiniMax's consumer video product.
