*Pricing figures updated 6 September 2026: USD prices are converted at the current rate (1 USD ≈ 1.40 AUD, verified 5 September 2026) and shown ex-GST, replacing the retired 1.55 + GST basis. A GST-registered Australian business that supplies its ABN is not charged GST on an imported digital service; other buyers should allow \~10% on top (*[*Methodology*](https://www.theaidirectory.com.au/methodology/)*).*

> **The verdict:** Microsoft Copilot Studio is the agent builder for businesses already living inside Microsoft 365\. It is the most natural place to build a custom AI agent if your data, your staff and your security policies already sit on Microsoft — and it does two things almost none of its rivals do: it lets you store agent data in Sydney, and it bills in real Australian dollars through your Microsoft account. The catch is the pricing model. "Copilot Credits" are genuinely hard to forecast, and a busy agent can burn through them faster than you'd guess. It is also not a weekend project for a non-technical owner. Strong four stars. Best for an established small or mid-sized business that's already on Microsoft 365 and has a specific, repetitive job to automate. **Score: 20/25 — ⭐⭐⭐⭐ Very Good.**

## What it is

Microsoft Copilot Studio is a **low-code platform for building AI agents** — software workers you configure once and then hand a job to. You give an agent a role, a set of knowledge sources, and a set of tools or actions, and it works through a task on its own rather than waiting for you to click every step.

Two things to get straight at the top, because Microsoft's naming is a mess.

This is **not** the Microsoft Copilot chat assistant — the thing built into Word, Excel and Teams that drafts your emails. We reviewed that separately. Copilot Studio is the **builder** sitting behind the curtain: the tool you use to make your *own* agents, then drop them into Teams, a website, or an internal process.

And it sits inside the **Power Platform** — Microsoft's low-code family (Power Apps, Power Automate). That matters, because Copilot Studio inherits the Power Platform's plumbing: its connectors, its environments, and crucially its Australian data-residency options.

That puts it squarely in **AI Automation & Integration** — tools that connect your systems and do work across them — and it earns the **AI Agents** tag for the same reason Relevance AI does: you're building autonomous workers, not chatting with a bot.

A concrete example. A Melbourne accounting firm could build an agent that reads inbound client emails, pulls the matching client file from SharePoint, drafts a reply in the firm's tone, and logs the interaction to Dynamics — all without a human touching it until the draft needs approval. If your business already runs on Microsoft, the agent can reach your real data on day one. That's the pitch, and it's a strong one.

## What it costs in Australia (AUD + GST)

Here's where Copilot Studio is genuinely better for Australians than most of its rivals — and also where it's most confusing.

**First, the good news: there are two ways to get it, and one of them bills in Australian dollars.**

**Path one — free with Microsoft 365 Copilot.** If your staff already hold a Microsoft 365 Copilot licence, they can build and use *internal* agents in Copilot Studio at no extra charge. Microsoft 365 Copilot is sold in Australia at **AU$26.91 per user/month** (paid yearly — a promotional rate Microsoft re-ran for a 1 July to 31 December 2026 window, [Source](https://www.microsoft.com/en-au/microsoft-365-copilot/pricing?ref=theaidirectory.com.au)) or **AU$37.68 per user/month** on a monthly commitment — both quoted **ex-GST**, with GST added at checkout. Add GST and you're looking at roughly **A$29.60/mo** (annual) to **A$41.45/mo** (monthly) per user inc. GST. Microsoft bills this in AUD through your account — no currency conversion, no foreign-transaction fee. Once the discount window lapses, the standard annual rate is **AU$31.40 per user/month** ex-GST; confirm the current figure with Microsoft or your reseller before you renew.

**Path two — Copilot Credits, for agents that face customers or run at scale.** The moment an agent serves people *outside* your licensed staff — a chatbot on your website, an agent answering the public — you pay in **Copilot Credits**. There are two ways to buy them:

| How you buy credits | Price | Notes |
| ----------------------------- | ------------------------------------------------------------ | ------------------------------------------------------------------ |
| **Pay-as-you-go** (via Azure) | **US$0.01 per Copilot Credit** (\~A$0.001 ex-GST) | No commitment; billed monthly in arrears to an Azure subscription |
| **Prepaid capacity pack** | **US$200/pack/month for 25,000 credits** (\~A$280/mo ex-GST) | Pooled across your whole tenant; up to 20% saving vs pay-as-you-go |

The pay-as-you-go meter is billed through Azure, which **does support AUD billing for Australian accounts** — so even the credit path can land in Australian dollars, unlike most overseas agent platforms. We use US$1 ≈ A$1.40 and add GST on the house basis. International digital services for business use generally fall under Australia's GST rules; confirm your treatment with your accountant once your ABN is on file.

**Now the part that will bite you: how credits get consumed.** Microsoft bills *per action*, and the rates stack up fast:

- A **classic answer** (a canned response): 1 credit
- A **generative answer** (AI-written): 2 credits
- An **agent action** (a step like a trigger or a tool call): 5 credits
- **Tenant graph grounding** (searching your Microsoft 365 data): 10 credits per message
- **Agent flow actions**: 13 credits per 100 actions

Microsoft's own worked example: a customer-support agent handling 900 customers a day, each asking four canned and two generative questions, burns **7,200 credits a day**. At pay-as-you-go that's about **US$72/day (\~A$101/day ex-GST)** — over **A$3,600 a month** for one moderately busy support agent. The prepaid 25,000-credit pack would cover barely three and a half days of that load.

The honest warning: this is **consumption pricing**, and the meter is opaque until you're running in production. A workflow that looks cheap in testing can get expensive fast. Microsoft does provide an [agent usage estimator](https://microsoft.github.io/copilot-studio-estimator/?ref=theaidirectory.com.au) and lets admins set per-agent spend caps in the Power Platform admin centre — use both before you publish anything customer-facing. There's also a hard stop: hit 125% of your prepaid capacity and Microsoft *disables* the agent until you top up.

**Free trial.** You can sign up for a **30-day free trial** (extendable once, to 60 days) to build and test agents. You need a work or school Microsoft 365 account — personal Outlook/Hotmail addresses generally won't work — and you **can't publish** an agent on the trial. It's for building and testing only.

## How it works / features (be specific)

Copilot Studio is built around a handful of pieces you assemble visually.

**Knowledge** is what the agent knows. You point it at SharePoint sites, public websites, uploaded files, or — the powerful bit — your whole Microsoft 365 tenant via "tenant graph grounding," which lets the agent search across your organisation's emails, documents and chats (with permissions respected). This is the feature no third-party platform can match, because it's reading Microsoft's own graph of your data.

**Topics and generative answers** handle the conversation. You can author precise, scripted "topics" for answers you want fully controlled (think compliance-sensitive responses), and let generative AI handle everything else dynamically. Mixing the two is how you keep an agent both flexible and on-message.

**Actions and tools** are how the agent *does* things rather than just talks. Through Power Platform connectors — there are over a thousand, covering Salesforce, SAP, ServiceNow and most business systems — an agent can update a CRM record, trigger a Power Automate flow, or call an external API. This is the integration depth that justifies the "Automation & Integration" category.

**Agent flows** let you bolt predefined, deterministic sequences onto an agent for repetitive tasks — running the same five steps every time without paying for the model to "reason" about them at each step. Cheaper and more reliable for routine work.

**Autonomous agents** are the newer headline: agents that trigger themselves on an event (a new order, an inbound email) and run unattended, rather than waiting for someone to start a chat. Microsoft has also added a **computer-using agent** capability — billed at the agent-action rate — that can operate a browser or app interface the way a person would, automating systems that have no API. Microsoft made this generally available on 13 May 2026 and is rolling it out across all commercial Power Platform geographies, with Azure Key Vault credential storage, Purview audit logging and configurable human-in-the-loop review.

**Multi-channel publishing.** Build once, deploy to Teams, a website widget, Facebook, or a custom app. For a business already in Teams, dropping an agent into a channel is close to one click.

The bring-your-own-model angle: you can wire in Azure AI Foundry models, billed separately, if the built-in models don't suit. That's an enterprise escape hatch, not a small-business feature.

## What it does well

**It reaches your real data.** This is the single biggest reason to choose Copilot Studio over a standalone agent platform. If your business lives in Microsoft 365 — SharePoint, Outlook, Teams, Dynamics — an agent can ground itself in your actual documents and records, with your existing permissions enforced, from day one. No data migration, no rebuilding access controls.

**It bills in Australian dollars.** Through both the Microsoft 365 path and the Azure pay-as-you-go path, an Australian business can pay in AUD on an existing Microsoft account. In a category where almost everything is USD-only, this removes a real friction.

**Australian data residency is built in** (more below). For a business that needs customer data to stay onshore, this is decisive.

**The connector library is enormous.** Over a thousand Power Platform connectors mean your agent can almost certainly talk to the systems you already run. This is years of Microsoft integration work you inherit for free.

**Enterprise-grade governance.** Admin controls, spend caps, environment separation, and a deep compliance posture (below) mean IT can actually sanction this — which, for a regulated Australian business, is often the difference between "we built an agent" and "we built an agent and then had to switch it off."

## Where it falls short

**The pricing is genuinely hard to predict.** Copilot Credits are the worst part of the product. The per-action rates are opaque, they stack in non-obvious ways, and you only discover the real monthly cost once an agent is live and busy. For a small business watching cash flow, that unpredictability is itself a cost. Use the estimator and set caps — but go in expecting surprises.

**It is not low-code in the way the marketing implies.** You don't write much code, but you do have to think like a process designer: defining topics, wiring connectors, setting permissions, handling edge cases. A 35-year-old business owner with no Microsoft admin background will need help, or a steep few days, to get past a basic agent. This is a tool for someone with IT support or a willing internal "Microsoft person."

**It only makes sense if you're already on Microsoft.** Strip away the Microsoft 365 integration and Copilot Studio is a middling agent builder. If your business runs on Google Workspace, the case largely collapses — you'd be paying for plumbing you can't use.

**The naming is a maze.** Copilot, Copilot Chat, Copilot Studio, Agent Builder, Microsoft 365 Copilot — Microsoft has made it genuinely hard to know what you're buying and what's included. Expect to spend time just working out which licence you actually need.

## Australian fit

This is where Copilot Studio pulls ahead of most of the field.

**Data residency.** This is the standout. Copilot Studio lets you store agent data in **Australia — specifically Australia East (New South Wales / Sydney) and Australia Southeast (Victoria)** — as one of its supported data geographies, inherited from the Power Platform. For an Australian business that needs customer and business data to stay onshore for compliance, this is a serious, primary-sourced advantage that few global agent platforms offer. Note the caveats: some Microsoft 365-powered features and external connectors can move data outside the region, and conversation logs follow the user's Exchange mailbox location — so "onshore" needs configuring, not assuming.

**AUD billing.** Yes — and this is rare in the category. Microsoft 365 Copilot is sold in AUD on the Australian pricing page, and Azure pay-as-you-go billing supports AUD for Australian accounts. You can run this entirely in Australian dollars on an existing Microsoft tenant, with GST handled at checkout.

**Compliance and certifications.** Copilot Studio carries a deep compliance stack: **SOC**, **ISO 27001** (plus ISO 27017, 27018, 27701, 9001, 20000-1, 22301), **HIPAA** coverage, **FedRAMP**, **PCI DSS**, and **CSA STAR**, among others, all listed on Microsoft's own documentation. For IRAP — the Australian government's security assessment framework — the underlying Azure platform holds IRAP assessments, but IRAP is **not** named on the Copilot Studio product compliance page itself. Microsoft does not publish a Copilot Studio-specific IRAP status, so don't assume the product inherits Azure's assessment: if you're a government or regulated buyer, verify Copilot Studio's IRAP position with Microsoft directly before you rely on it.

**AU support.** Microsoft has a substantial Australian presence and local enterprise support, and the Power Platform admin tooling is the same worldwide. Microsoft doesn't publish a dedicated AEST-hours support SLA for Copilot Studio at the SMB tier; if Australian-time support matters to you, confirm what your plan or Microsoft partner actually provides rather than assuming local cover.

Net: Australian Fit is strong — onshore Sydney data residency *and* native AUD billing is a combination almost no rival matches. It clears the bar comfortably.

## How it scores

| Criterion | Score | Why |
| --------------------- | ----------- | ------------------------------------------------------------------------------------------------------------------------------------------ |
| Value for Money | 3 / 5 | Free for M365 Copilot internal use is generous; but customer-facing Copilot Credits are opaque and can get expensive fast. Hard to budget. |
| Ease of Use | 3 / 5 | "Low-code" oversells it. Powerful if you have Microsoft admin skills; a wall for a non-technical owner. The naming maze doesn't help. |
| Feature Depth | 5 / 5 | Tenant-graph grounding, 1,000+ connectors, agent flows, autonomous + computer-using agents, BYO model. Best-in-class for a Microsoft shop. |
| Australian Fit | 4 / 5 | Onshore Sydney data residency AND native AUD billing — rare in this category. Loses a point for unconfirmed Copilot Studio-level IRAP. |
| Reliability & Support | 5 / 5 | Microsoft-grade uptime, SOC/ISO/HIPAA/FedRAMP compliance, mature admin governance, global support footprint. |
| **Total** | **20 / 25** | **⭐⭐⭐⭐ Very Good** |

Australian Fit is 4/5, so the Australian Fit gate is cleared — but the raw 20-point total lands it firmly in the four-star band regardless. The unpredictable pricing and real learning curve are what keep it from five.

## Watch out for

- **The credit meter.** Model your expected volume in the [usage estimator](https://microsoft.github.io/copilot-studio-estimator/?ref=theaidirectory.com.au) and set per-agent spend caps *before* you publish a customer-facing agent. The 125% hard cutoff will switch your agent off mid-conversation if you don't.
- **The discount window.** The current AU$26.91/user/mo Microsoft 365 Copilot rate is promotional — Microsoft re-ran it for a 1 July to 31 December 2026 window, with the standard AU$31.40 (annual, ex-GST) applying after. Re-check your per-seat cost before renewal.
- **"Onshore" needs configuring.** Australian data residency is available, not automatic. Some M365-powered features and third-party connectors move data offshore; conversation logs follow the user's mailbox region. Get your IT person to verify the environment setup.
- **Licence confusion.** Work out whether you need a Microsoft 365 Copilot licence, a credit pack, or pay-as-you-go *before* you commit — the paths price very differently for the same agent.

## Verdict

**For the established Australian business already on Microsoft 365** — this is the obvious agent builder to evaluate first. The data your agents need is already in your tenant, you can keep it in Sydney, you can pay in AUD, and your IT team can govern it properly. Start on the free trial, scope one tight internal workflow, and only go customer-facing once you've modelled the credit cost.

**For the small business owner who's curious but not technical** — be honest about the learning curve and the pricing risk. This is a platform that rewards a Microsoft-literate operator or a bit of IT help. If you want an agent that works out of the box without thinking about credits and connectors, look at simpler tools first.

**For the regulated or government-adjacent buyer** — the Sydney data residency and broad compliance stack make it a strong candidate, but confirm Copilot Studio-specific IRAP coverage with Microsoft directly rather than assuming it from Azure's certifications.

The verdict stands: a four-star tool, the strongest choice in its category *if* you already live on Microsoft, held back from five by an opaque credit meter and a steeper-than-advertised learning curve.
