Head-to-head verdict

[**20**/25Claude CodeWinner](https://www.theaidirectory.com.au/claude-code-review-australia-2026/)[**19**/25GitHub Copilot](https://www.theaidirectory.com.au/github-copilot-review-australia-2026/)

**Our pick: Claude Code.** The verdict below says who should buy the other.

> **Winner: Claude Code, narrowly, for the developer choosing on capability.** It scores 20/25 to GitHub Copilot's 19/25, and the gap is where it counts locally — Claude Code's Australian Fit is 4/5 against Copilot's 3/5, on the strength of Anthropic's Sydney office and Government MOU. Claude Code is the more capable agent and the stronger AU story. **Pick GitHub Copilot instead** if you want the cheapest serious option, a genuine free tier, and the enterprise trust story an Australian risk committee will actually sign off — no-training and IP indemnity on the paid business plans.

---

These are the two AI coding tools most Australian developers will weigh against each other in 2026, and they pull in opposite directions. Claude Code is the frontier agent that lives in your terminal and runs only on Anthropic's models. GitHub Copilot is the incumbent that slots into the editor you already use, costs the least, and carries the safest enterprise paperwork. Both are very good. The right answer depends on whether you are buying raw capability or buying a safe, cheap default — and on a couple of Australian details neither markets loudly.

A scope note first: both are developer tools. If you can't yet code, this isn't your decision — look at [Lovable](https://www.theaidirectory.com.au/review-lovable-australia-2026/) instead. And if you want the most aggressive purpose-built editor, that's [Cursor](https://www.theaidirectory.com.au/cursor-review-australia-2026/), which we cover in our [Claude Code vs Cursor comparison](https://www.theaidirectory.com.au/claude-code-vs-cursor-australia-2026/).

Both are genuinely excellent agents from well-resourced vendors. The contest is decided in the details below.

## What both do

Both are agentic coding tools. You describe what you want in plain English, and the tool reads your codebase, edits across multiple files, runs your tests, and produces a working change — not just a snippet. This is the leap beyond old-style autocomplete, and both do it at a high level.

The shape differs. **Claude Code** is terminal-native: you install it with one command and talk to it where your build tools, version control and tests already live. It also runs as an extension in VS Code and JetBrains, in a desktop app, on the web, in Slack, and via a phone-to-desktop hand-off. It runs exclusively on Anthropic's Claude models — Sonnet 4.6 for everyday work, Opus 4.8 for the hardest problems. It never edits files without your explicit approval.

**GitHub Copilot** runs as an extension inside the tools you already use — VS Code, Visual Studio, the JetBrains IDEs, Neovim — plus a command-line interface and a coding agent on github.com that you can assign issues to. You get four things: code completions, Copilot Chat and agent mode, automated Copilot code review on pull requests, and a model picker that lets you choose between OpenAI and Anthropic models per task.

Put simply: Claude Code brings a frontier agent to your existing setup and locks you to Claude's models; Copilot meets you in your editor, costs less, and lets you pick the model for the job.

## Pricing in Australia

Anthropic now prices in Australian dollars and states "Prices include 10% GST". GitHub still bills in USD, so its AUD figures below are conversions at US$1 ≈ A$1.40, shown ex-GST, with around 10% GST added at checkout. Confirm the GST line on your first GitHub tax invoice.

**Claude Code** isn't sold separately — it's bundled into Claude's paid plans. Claude Pro is A$28/month on annual billing or A$34 monthly, GST included, and Claude Code comes with it. Heavier use runs to Max from A$170.01/month, or you can run it on the metered API in USD. There's no free tier beyond API credits.

**GitHub Copilot** starts at $0\. The free tier gives roughly 2,000 code completions and 50 agent/chat requests a month, no card — the best free tier in the category. Pro is USD$10/month (\~AUD$14), with unlimited completions plus USD$10/month in GitHub AI Credits for agent and chat usage. Pro+ is USD$39, Business USD$19/user and Enterprise USD$39/user.

The big change to understand: on **1 June 2026**, every Copilot plan moved from counting "premium requests" to consuming **GitHub AI Credits**, which deplete based on token usage at each model's published rate. Three things matter. Base seat prices didn't change — Pro is still USD$10\. Code completions and Next Edit suggestions stay free and never touch your credits. But the old "fall back to a cheaper model and keep working" safety net is gone — once your credits and any admin budget are spent, heavy agent users pay on-demand or stop.

Claude Code meters differently. Subscriptions run on a **rolling five-hour window plus a weekly cap**. Choosing Opus over Sonnet burns that quota much faster. Hit the ceiling and you wait, upgrade to Max, or move to the metered API.

**Value verdict:** Copilot is the cheaper entry on every measure — a free tier that does real work, then Pro at about A$14/month ex-GST, the cheapest serious paid plan going. Claude Code is effectively free *if* you already pay for Claude Pro, but there’s no no-cost path otherwise, and heavy use creates a cost cliff to Max from A$170.01/month or an API bill. On pure value for a new buyer, Copilot wins. On value for an existing Claude Pro subscriber, Claude Code is hard to beat.

## Where Claude Code wins

- **The more capable agent.** For deep, multi-step, codebase-wide work, Claude Code is the benchmark — codebase-wide understanding, coordinated multi-file edits, test-running and PR creation that consistently rate at the top of the category. It scores 5/5 on Feature Depth to Copilot's 4/5.
- **The strongest Australian story in the category.** Anthropic is opening a Sydney office in 2026, has signed an Australian Government MOU, names local customers (Canva, Quantium, Commonwealth Bank), and explicitly calls coding a top Australian use case. It's exploring local compute for data residency. Copilot has no comparable local commitment.
- **Effectively free inside a subscription you may already hold.** If you pay for Claude Pro, Claude Code costs nothing extra — a real edge over a paid Copilot seat.
- **You stay in control.** It never edits files without explicit approval, with Auto mode adding guardrails for longer autonomous runs.

## Where GitHub Copilot wins

- **The best free tier and the cheapest paid plan.** Roughly 2,000 completions and 50 agent requests a month at no cost, then Pro at USD$10\. A hobbyist or student can do genuine work without paying — nothing else in the category is as generous, and Claude Code has no free path.
- **The enterprise trust story Australian orgs actually need.** On Business and Enterprise, your code is contractually excluded from training and carries IP indemnity, under Microsoft's compliance apparatus. That's the bar regulated AU buyers care about — and the line most Australian companies should buy on, at \~AUD$32/user.
- **A multi-model picker.** Choose an OpenAI or Anthropic model per task — a fast model for boilerplate, a stronger one for a gnarly bug. Claude Code locks you to Claude.
- **No editor to learn, and no usage caps to manage.** It slots into your existing VS Code or JetBrains setup, and completions never draw down credits — light users who mostly want autocomplete are barely affected by the new billing.

A fair caveat on each side. Copilot's individual plans (Free, Pro, Pro+) train on your interaction data by default since 24 April 2026 unless you actively opt out — a privacy step backwards solo developers must undo themselves, though Business and Enterprise are exempt. And Claude Code's usage caps are the single most common real-world complaint; budget for Max or the API if you lean on it all day.

## Australian fit

They no longer fail the same baseline test on currency: Anthropic prices in AUD, GitHub does not. Both still lack live AU data residency. Neither offers an Australian inference region today. The separation is in local presence and data posture.

- **Pricing and GST:** Anthropic shows AUD and states "Prices include 10% GST". GitHub is USD-only and adds \~10% GST at checkout under Australia’s imported-digital-services rules. Confirm the tax invoice for your accountant.
- **Data residency:** Neither is onshore. Claude Code defaults to US inference; Anthropic is *exploring* local AU compute but it isn't live. Copilot offers repository data residency via GitHub Enterprise Cloud, but no AU-specific Copilot inference region.
- **Training on your data:** Claude Code does no training by default on Team and Enterprise; consumer terms govern Pro and Max. Copilot excludes Business and Enterprise from training, but Free/Pro/Pro+ interaction data trains models by default since 24 April 2026 unless you opt out.
- **Local presence:** Claude Code is the clear winner here — Anthropic's Sydney office (2026), a General Manager for ANZ, a signed Government MOU, and named AU customers. Australia ranks 4th globally in Claude.ai usage per capita. Copilot offers Microsoft's global scale and Gartner Leader status, but no visible AU-specific commitment.
- **Compliance:** Claude Code holds SOC 2 with a trust portal; no IRAP. The GitHub platform holds SOC 2 / ISO 27001 with a zero-data-retention agreement with OpenAI; no AU-specific certification. Neither holds IRAP.

This is why Claude Code takes 4/5 on Australian Fit and Copilot 3/5\. Neither is sovereign-grade, but Anthropic is the one actively investing locally — and for the strictest data-sovereignty requirements, both fall short and you should get any onshore guarantee in writing.

## Which to pick

A short decision framework for the developer choosing one tool in 2026.

- **You already pay for Claude Pro → Claude Code.** It's the more capable agent at no extra cost. Just understand the five-hour and weekly caps before you lean on it all day.
- **You want to try before paying anything → GitHub Copilot.** The free tier does real work, and Claude Code has no free path.
- **You want the cheapest serious paid plan → GitHub Copilot Pro.** At \~AUD$14/month it's half the landed cost of most rivals.
- **You're buying for a team that has to clear a risk committee → GitHub Copilot Business.** The contractual no-training guarantee and IP indemnity are the things that get AI past an Australian compliance review.
- **You want to match the best model to each task → GitHub Copilot.** The OpenAI/Anthropic picker is the deciding feature; Claude Code is Claude-only.
- **You want the most capable agent and the strongest local story → Claude Code.** Provided you can live within the usage caps.
- **Data residency or local presence matters most → neither is onshore, but Claude Code** edges it, because Anthropic is the one investing locally.

## The verdict

For the developer choosing on capability, **Claude Code is the pick** — it edges Copilot 20/25 to 19/25, it's the more capable agent, and it carries the strongest Australian story in a category that is otherwise entirely US-centric. If you already subscribe to Claude Pro, it costs nothing more to turn on. The honest caveat is the usage caps: a five-hour window and a weekly limit will interrupt a heavy build day, and you'll either wait, pay up for Max, or move to the metered API.

GitHub Copilot is barely behind, and for a large share of Australian developers it's the better call. It's the cheapest serious option, it has the only genuinely useful free tier in the category, it runs inside the editor you already use, and — crucially — on Business and Enterprise it carries the no-training guarantee and IP indemnity that get AI past an Australian risk committee. The drawbacks are real: the new credit billing is young and heavy agent users should watch their spend, individual plans now train on your data by default, and raw agentic power trails the frontier.

The clean way to choose: buy **Claude Code** for capability and the best AU story, if you can live with the caps and you rate Claude's models. Buy **GitHub Copilot** for the cheapest, safest, most enterprise-ready default — especially for a team. Either way you're choosing between two of the best in the category; there's no wrong answer, only a fit.

Update history
- **20 Sep 2026** — **Claude plans now priced in Australian dollars; GitHub still bills in USD.** Anthropic's pricing page, as rendered to an Australian visitor on 19 September 2026, quotes Pro at **A$28/mo on annual billing (A$340 up front) or A$34 monthly** and Max **from A$170.01/mo**, and states "Prices include 10% GST". Was: "Entry price (AUD est., ex-GST): \~$24/mo (in Claude Pro; USD$17 annual) | \~$14/mo (Pro; USD$10)", and the fit section said "Both fail the same baseline test: USD-only pricing, no native AUD." Now: Claude Pro A$28/mo annual, GST included; Copilot Pro unchanged at US$10/mo (\~A$14 ex-GST), and "Anthropic prices in AUD, GitHub does not." The value verdict's Copilot figure was also corrected from "roughly AUD$17/month" to about A$14 ex-GST.
- **6–11 Sep 2026** — AUD conversions rebased from the retired 1.55 + 10% GST basis to the current rate (\~1.40) ex-GST (our AUD pricing rule / our GST rule); the 11 September residue pass re-cited the Claude documentation fold. Figures only; no vendor change.
- **9 Jun 2026** — First published.

## Frequently asked questions

### Are Claude Code and GitHub Copilot available in Australia?

Yes, both work for Australian developers. Neither has a live Australian inference region, but Claude Code carries the stronger local story — Anthropic's Sydney office (2026), a Government MOU and named AU customers — earning it 4/5 on Australian Fit to Copilot's 3/5.

### Do they charge in AUD?

Claude does; Copilot does not. Anthropic prices Claude Pro for Australians at A$28/month on annual billing, GST included. Copilot Pro is USD$10/month, about A$14 ex-GST at \~1.40, with about 10% GST added at checkout. Confirm the GST line on your first GitHub tax invoice.

### Is there a free tier?

GitHub Copilot has the best free tier in the category — roughly 2,000 completions and 50 agent requests a month, no card. Claude Code has no free path beyond metered API credits; it needs at least Claude Pro.

### Which is cheaper for Australians?

For a new buyer, GitHub Copilot — a genuinely useful free tier, then Pro at about A$14/month, the cheapest serious paid plan. Claude Code is effectively free only if you already pay for Claude Pro, with a cost cliff to Max or the API for heavy use.

### Which should an Australian developer pick?

Claude Code, narrowly, if you're choosing on capability — it's the more capable agent (20/25) with the strongest AU story, provided you can live with the usage caps. Pick GitHub Copilot for the cheapest, safest default — its Business and Enterprise plans carry the no-training guarantee and IP indemnity an Australian risk committee needs.
